Eu cred ca prima indatorire a unui prestator de servicii este sa consulte clientul si sa-l ajute sa ia o decizie cat mai echilibrata in functie de interesele si posibilitatile clientului dar si ale prestatorului!

Ce inseamna practic acest lucru la noi evaluatorii?

Inca de la telefon trebuie sa te lamuresti din raspunsurile clientului daca acesta are sau nu nevoie de serviciile tale, pentru a nu ajunge la discutii jenante de genul: “mie nu-mi foloseste la nimic dosarul asta pe care trebuie sa mai si platesc bani!!!”

Ce vreau sa spun?

Atunci cand cauta un evaluator, clientul este interesat de cateva lucruri foarte clare:

-cat costa?

-cat dureaza?

-cam cat va iesi valoarea?

adica daca va cumpara ceva care-i rezolva o problema sau nu.

Pe de alta parte, un evaluator cu experienta va afla foarte repede care sunt interesele potentialului client

si daca merita sa continue discutia sau sa ajunga si la intalnire (de exemplu, daca clientul insista sa impuna o valoare...)

How is it in Romania?

What kind of market data are the real estate professionals using?

For example, the official index calculated by the National Statistics Institute from the data supplied by the National Union Of Notaries Public Of Romania, shows a decrease by 20% of the selling prices of Bucharest apartments in December 2011 compared to December 2010.

Instead, according to another index also based on "thousands of transactions", the EFG Eurobank Index, the decrease is only 9.9% for central Bucharest and 11.3% for peripheral Bucharest!
But what are the real 2010 prices?

According to Darian valuation company, that made another index based on transactions, in Bucharest, the median selling price of old apartments was a bit over 1000 Eur/sqmeter for old apartments and a bit over 1200 Eur/sqmeter for new apartments. This is confirmed by the data and conclusions of the Colliers "ROMANIAN MARKET REAL ESTATE REVIEW for the year ended 31 December 2010". Darian states that they rely on own data containing over 20000 apartment transactions throughout Romania.

Other index reffer only offers(imobiliare.ro, AnunturiParticulari.ro, Imobiliare.TopEstate.ro, etc.)
That's how to establish a causal relation between the median prices and offers at the end of 2011. The question is: does it help us?

There are no public market data; no 2012 transaction prices, no housing types, no area, measurements, quality, neighboring, address (for comps pictures), nothing!

Each pro in valuation or real estate that is not related with a big transaction database company has to buy comps packages from some real estate companies or deal only with offers, discounted by a very well cooked, reality-anchored correction. What to do to have access to public market data in Romania?

The professional associations in real estate and valuation, ARAI, APAIR, ABI, ANEVAR and the new UNEAR will have a heavy word to say and play a major role if they will integer all their efforts to the mutual outcome for them and their customers.

The evaluators are requested to produce well based documents, about values. The values of business, machinery and equipment, real estate.
Their customers need such documents in order to solve various problems.Customers try to convince the evaluators to produce the desired results (big values when they want to sell, low when they have to pay taxes).
People think that the evaluator can write anything.
Not so. The evaluators have adopted and conduct themselves by a code of ethics of the Romanian association ANEVAR.
Based on the experience and knowledge the appraiser generates an impression about the value and he sustains it according to an international standard.
There are some who have identified the evaluators responsible for the current crisis by overvaluating guarantees of mortgages.
Others believe that evaluators help the state pay less compensation to those who were stripped of goods and property in the communist period or at the public utility expropriation. Nothing more false!
The evaluators are only specialists and people, like notaries, lawyers, doctors, judicial experts, engineers, agronomists or landscape architects. They are performing with a desire to make the customer happy, while being respectful to the legislation in the field.
There are people among us that have shortages in morality or even common sense, but you can not blame the entire professional body for such failures.

RIVER TUNNEL ROMANIA BULGARIA

Danube river tunnel to link Bulgaria, Romania
Bulgaria-registered Eurobridge, backed by a Portuguese investment fund and German construction company Herrenknecht, will build a tunnel under the Danube river to connect Bulgaria and Romania, reports news agency SeeNews. The contractors have signed a preliminary agreement for the implementation of the project which will have to be okayed by the environment and construction authorities in both countries. Eurobridge chief executive Dobromir Donkov estimated the cost of the venture at around $35 mln. The tunnel is expected to poach traffic from Pan-European transport corridor no.9 and offer an alternative to corridor 4.

Asociatia Nationala a Evaluatorilor din Romania (the National Association of Romanian Valuers) - ANEVAR – was set up in 1992, as a professional, not for profit, non-governmental and independent organization, which acts in the public interest (fact supported by its acknowledgement as a public utility organization through HG (Government Decision) 1447/09.09.2004), and which promotes the valuation methods and techniques through specific means, in connection with the investors and the real estate transactions subject to the privatization process.At present, the Association counts more than 6,900 official members and 250 associated legal entities. Its activity is carried out in 40 territorial centers in the counties, and 11 centers in Bucharest. The matrix structure of ANEVAR is divided into four sections:
business valuation
real estate valuation
personal property valuation
financial assets valuation
Among the main activities carried out by the association there are:
the organization of training courses in the field of valuation of real estate, business, machinery and equipment, and financial assets.
ANEVAR has initiated and developed valuation courses in universities, showing openness towards the training carried out, for acknowledging their courses in the field of valuations. Thus, the association has eight cooperation agreements with faculties within: ASE (Academy of Economic Studies) Bucharest, Universitatii de Vest Timisoara (Timisoara West University), Universitatii Babes Bolyai (Babes-Bolyai University) in Cluj, Universitatii Tehnice de Constructii (Technical University of Constructions) Bucharest, Universitatii Ovidius (Ovidius University) Constanta etc., through which the graduates of those faculties receive an acknowledgement of their training from ANEVAR, and may subsequently become members of the association. ANEVAR has organized valuation courses at the request of certain banking institutions like Banca Comerciala Romana (the Romanian Commercial Bank), BRD – Societe Generale, Raiffeisen Bank, Banc Post, C.E.C. and so on. The staff training activity is based on the European and North American practice. The training program included 1,848 people, in 2004. The course material has been analyzed, translated and adapted from that prepared by the Appraisal Institute and the ASA (American Society of Appraisers). Apart from the training part played in the field of valuations, the training programs organized by the association also played, in some cases, a career transition part. This is the case of the persons who, following the reorganizations in the Romanian economy, were compelled to retire early, thus the training courses provided a career renewal.

ANEVAR has achieved international recognition in the field of valuation, establishing cooperation relations with professional associations in the United States of America, Great Britain, and many other European associations operating in this field. For the past years, a representative of ANEVAR provided consultancy for drafting the laws on valuation in the Republic of Georgia. ABOUT APPRAISAL

A real estate appraisal is a service performed by a licensed or certified appraiser, who develops an opinion of value based upon the highest and best use of real property. The highest and best use is that use which produces the highest value for the land, as if vacant. This use is based on 4 parts; physically possible, appropriate, legal, and economically feasible. Also of importance is the definition of the type of value being developed and this must be included in the appraisal, i.e. market value, condemnation value, quick sale value, etc. For mortgage valuations of improved residential property, this value is most often reported on a standardized form, the Uniform Residential Appraisal Report.
